"Colin Clout's Come Home Again", a poem by Edmund Spenser. It is probably used here in light of Spenser's low opinion of Ireland (and Scotland), as shown in his work A Veue of the present state of Irelande [1], where he has his interlocutors (the piece is in dialogue form) talk of possible means of civilizing and subduing the Irish, "that salvage nation".
